Choosing between and

Before 2014, editors needed to decide whether to use {{Cite web}} or based on their features. In 2014, however, most of the differences between the two templates were eliminated.

As of 29 July 2016, and have the following differences:

• can be used for offline (paper) sources whereas generates a missing URL error when no URL is provided
• accepts |issue= and |volume= parameters while does not (See .)

But given the same set of valid parameters, their output is exactly the same:
